Welcome to the Federal Register of Legislative Instruments (FRLI)

The Federal Register of Legislative Instruments (FRLI) was established on 1 January 2005 under section 20 of the Legislative Instruments Act 2003 and is maintained by the Attorney-General's Department.

The FRLI is a repository of Commonwealth legislative instruments, like the Legislative Instrument Regulations 2004, explanatory statements and compilations of legislative instruments in electronic form. The FRLI is an authoritative source for legislative instruments and compilations of legislative instruments.

Authoritative versions of legislative instruments and compilations are provided in PDF format and are marked by the FRLI logo:  Federal Register of Legislative Instruments
Other ancillary material that is part of the FRLI also has the FRLI logo.

Please Note

From 1 January 2005, most legislation and related material that was previously published on SCALEplus is now being published on ComLaw/FRLI instead.  SCALEplus will continue to be available to users until historical material, and other material not currently accessible from ComLaw, has been migrated to ComLaw. Data still to be migrated includes:

  • all historical databases,
  • Statutory Rules that are not in force, and
  • the legislation of the non-self-governing Territories.
